ABOUT ED COLLINS
Throughout his long and outstanding public career, Edward J. Collins, Jr. epitomized the spirit and goals of the Center that now bears his name. A Boston native, Ed was a graduate of Boston College and Boston College Law School.
Collins began his career in public service at the Department of Revenue as the Deputy Commissioner in charge of the Division of Local Services, where he helped local officials understand the complexities of Proposition 2½ and created cutting edge computer technology to set and collect property taxes.

SHELLEY METZENBAUM,
FOUNDING DIRECTOR
Shelley H. Metzenbaum, Ph.D., an internationally recognized expert on Performance Management, was the founding director of the Collins Center. Today, she is the Associate Director of Performance and Personnel Management for the President’s Office of Management and Budget.
