Interim management services to provide high-quality interim management for municipalities that need an experienced leader on board quickly.
Transition services to assist new mayors looking to build a top-notch team, set up strong systems, and ensure a smooth transition into office.
Education and training services include workshops, credit and non-credit courses, and degree programs, tailored training programs on:
- municipal finance, budgeting, and revenue management
- performance measurement and management
- labor negotiations and dispute resolution
- public communications
- basic public management skills, including meeting, time, and project management.

Performance management and measurement services for governments that want to use goals and measurement to improve program effectiveness, efficiency, and accountability using CitiStat and other performance management approaches. Services include:
- technical assistance
- training
- consulting
Performance benchmarking and information exchange services include:
- MassStat, a coalition of municipalities implementing CitiStat and other performance management approaches and sharing their statistics and experience
- facilitation of cross-municipal performance information exchanges,
- analysis of the impact of past cost-cutting projects.
Regionalization assistance services include facilitating:
- collective purchasing and contracting
- capacity sharing, including shared dispatch and shared staffing with employees such as veterans’ agents and health officers
- equipment sharing
- developing and negotiating inter-municipal arrangements
Barrier reduction services include:
- identifying and resolving constraints that limit increases in productivity
- charter reviews and updates
- analysis of legal and regulatory barriers
Cost benchmarking services include comparing costs and cost trends to inform government purchasing and negotiations.
Revenue maximization services include helping with federal Medicaid reimbursement.
