Padraig O'Malley orchestrated an extraordinary conference in Bagdad, comprised of representatives of the municipal, regional and state parliaments of Iraq .An agreement reached at that conference could be the basis for a reconciliation of the future of Kirkuk.
FORUM for CITIES in TRANSITION from CONFLICT (FCTC)
The goals of FCTC are to improve the common governance of divided cities, address peace-building problems facing these conflict-prone and conflict-affected cities, and create a support network where technical assistance and “lessons learned” are shared and expanded on a consistent basis. Each year one member city hosts delegations of NGOs, municipal leaders, and service providers from other member cities. May 2010 FCTC will take place in the Balkans in Mitrovicë/Kosovska Mitrovica.

Padraig O'Malley is the John Joseph Moakley Distinguished Professor for Peace and Reconciliation at the McCormack Graduate School of Policy Studies at the University of Massachusetts Boston.
Joe Moakley was the much beloved Congressman from South Boston. His investigation of the murder of six Jesuits in El Salvador opened the way to a peaceful settlement between the rebels and the Salvadoran Government.
